There were fewer than two million farms in the United States, and only a small fraction of farm estates would otherwise have owed the tax.

American soybeans were being shipped to China in record amounts.

Exports to China were about half the prior year's level at that point, and the announced annual purchase amount was below recent averages.

Beef prices were starting to come down.

Ground beef was down only one cent month to month and remained substantially higher year over year, while other beef prices rose.
